Anne understands the psychology of crime more than most, including the perspective and experience of victims, criminals, and law enforcement.

 

The only thing bigger than Anne’s passion for law enforcement is her passion for victims. Anne is a 24-year veteran of the Hayward Police Department in California. She began her career as a reserve police officer while completing her BS degree in Criminal Justice Administration from California State University Hayward.

Anne was recognized with the FBI Director’s Award for her work with REACT, the FBI’s high tech crime task force, and later went on to co-found the award-winning Identity Theft Council.

Anne served with the Hayward Police Department in numerous capacities until her promotion to the rank of Inspector. As an Inspector Anne was assigned to the FBI’s Rapid Enforcement Allied Computer Team (REACT), a multijurisdictional task force specializing in the investigation of high tech and identity theft related crimes. She was trained in computer and cell phone forensic investigations and later recognized with the FBI Director’s Award for her work done while assigned to REACT.

As an Inspector, a supervisory investigator, Anne investigated everything from fraud to homicide but chose to remain a fraud investigator (something most investigators can’t wait to get away from), even as she gained seniority, because she enjoyed the challenging investigations and wanted to help this underserved class of victims.

In 2009 Anne partnered with Neal to create the Identity Theft Council (ITC), a grassroots nonprofit organization, which partnered with law enforcement, the financial industry, and volunteers in local communities to provide hands-on support to victims of identity theft free of charge.

Some of the original partners and supporters included Credit Union National Association, the Identity Theft Assistance Center, the Better Business Bureau, the Elder Protection Network, and the Independent Community Bankers of America. In 2011 the Identity Theft Council received the highly acclaimed Editor’s Choice Award from SC Magazine at the RSA Conference in San Francisco.

Anne has delivered more than 100 presentations to the public, businesses, law enforcement, and professional associations on identity theft and fraud prevention and investigation. Since her retirement in 2014 Anne has continued to support and advise victims for the Identity Theft Council, as well as volunteering for her local police department as a victim advocate. She personally contacts every victim of identity theft and fraud and walks them through how to recover from the effects of the crime and prevent it from happening again.

Anne was a peer support team member for the Hayward Police Department and, for over a decade, she also coordinated the department’s Holiday Toy Drive, serving over 300 under privileged children a year.

1995- Distinguished Service Medal for rescuing a man from a burning building.

2008- City of Hayward- Heart of Service Award

2014- City of Hayward Volunteer of the Year Award- Nominated and awarded by Ruby’s Place a shelter for women and children escaping domestic violence. (Work done while off-duty)
